New Mexico Cannabis Regulation Act.
The New Mexico Cannabis Regulation Act established the regulated adult-use and medical cannabis market in New Mexico and created the Cannabis Control Division within the state Regulation and Licensing Department. The CCD licenses and oversees every category of cannabis business operating in the state — including producers, manufacturers, retailers, testing laboratories, and couriers.
The Cannabis Courier license type exists specifically to authorize the transport of cannabis product between other licensed cannabis operators. It is a distinct license from cultivation, manufacturing, and retail, and its sole purpose is the compliant movement of regulated product across the B2B supply chain. Couriers are prohibited from delivering cannabis directly to consumers.
Moth Transportation operates under this Cannabis Courier framework. Every shipment originates at a licensed New Mexico cannabis operator and terminates at another licensed New Mexico cannabis operator. Product in transit is accompanied by a compliant manifest documenting the originating and receiving licensees, product categories, quantities, and the transporting courier license.
